The report on the progress made by Romania and Bulgaria in Justice reforms was presented on Wednesday by the European Commissioner for Justice, Freedom and Security, Franco Frattini. The officials mentioned that the report is well balanced and transparent, and its role is not to underline the problems, but point at them.

- We are satisfied to note that Romania created the National Integrity Agency, thus fulfilling the EU demands.

- Bulgaria adopted a very important Constitutional reform, working along with European experts.

- This reform has yet to be translated in Bulgarian.

- Strong points: measures to fight the small scale corruption, mainly on the Bulgarian border.

- The corruption at high levels is still a problem and both governments are aware of it.

- I consider that, by adopting this report, the Commissioners' College was credible and able to put up a balanced presentation.

- All this is mainly for the benefit of the Romanian and Bulgarian citizens, not in the interest of Brussels.

- The cooperation with the two governments was very good.
