The European Commission report on the progress of Romanian reform, due later this month, will be balanced and fair and media speculation should not be taken into consideration until it is published as the Commission has not yet made any decision on whether to apply safeguard clauses on the country, European Commission President Jose Manuel Durao Barroso said following talks with Romanian PM Calin Popescu Tariceanu in Brussels on Tuesday.

He said he trusted a democracy that functions normally and that the present situation in Romania was not undermining the foreign credibility of its Government. He said it was normal for differences of opinion to exist in a democracy, referring to the lasting political disputes in Bucharest.

On June 27 the European Commission is due to present its first report on the progress of Romanian and Bulgarian reform after the two countries joined the EU early this year.
