The European Commission will suggest in September the opening of a new type of permits on the European Union’s territory, in order to attract the highly qualified immigrants, international news agencies inform.

Called a “blue card”, inspired by the US “green card”, the document will allow its owners to travel and work in all EU countries, the Immigration commissioner, Franco Frattini, announced.

Meantime, Brussels officials hope that the move would improve Europe’s position in the competition of industrialized countries, maintaining its competitiveness and compensating the demographic aging.

EU is still behind USA and Canada, who have a very active recruiting policy, the official release reads. According to the officials, half of the university degree owners immigrating from Mediterranean and North African countries live in Canada and the US, while Europe hosts 87% of the immigrants with low degree studies.
