Every EU citizen will pay some 3 euro per week in order to cover the cost of fighting the global warming, according to the plan adopted in Brussels on Wednesday, said the European Commission president Jose Manuel Barroso in his speech in front of the European Parliament. Without paying this price, the cost would be ten times larger.

The plan adopted yesterday includes:

- A major revision of the transaction system for polluting emissions, in order to encourage the decrease of emissions;

- Specific levels for each member state, including fields that are not established on a European level (i.e.: transport, habitat, agriculture and waste);

- A new approach for promoting the green energy, with levels established for each state;

- New rules to encourage the caption and stocking of carbon dioxide;

- A new scheme for state funding in the green sector;

- Biological fuel promoted up to a level of 10% of the energy consumption.
