NATO Secretary General Jaap de Hoop Scheffer declared in a press conference that, without doubt, Georgia and Ukraine will join NATO. Within the NATO Ukraine working Commission, NATO officials reassured Ukraine officials that they are willing to invite their country to join the Alliance.

However, Scheffer refused to disclose any information regarding the grounds for which NATO members refused to offer the action plan for the two countries. NATO officials decided that the situation of the two countries will be revised in December by NATO's Foreign Affairs ministers when they might decide to offer the membership action plan.

Scheffer reassured Ukraine's President of NATO's support. At its turn, Ukraine's President, Viktor Iuschenko added that on Thursday, Ukraine received a clear and strong message from NATO and he is confident his country will join the Alliance.
