The Development, Public Works and Homing Ministry manages 11 European Territorial Cooperation Programs. NGOs, companies and public authorities may conduct projects and obtain financing if partnerships are signed with other demanders from another European Union member state or with one of the neighboring non-EU states.

The state budget offers 13% of the project value, the European non-refundable covering other 85%, while solicitants only have to contribute with 2%.

Three programs are not participating under these conditions - the Common Romania - Ukraine - Moldova Operational Program, the Black Sea Common Cooperation Operational Program and the Hungary - Slovakia - Romania - Ukraine Operational Program.

For these three programs, the state contribution is 8%, beneficiaries contributing at least 7%.
