President Traian Basescu held his speech in front of a half-empty hall, with Conservatives, Social-Democrats and far right Great Romania representatives refusing to participate in the session, along with several Liberals who felt offended by recent statements made by Basescu.

Instead of a pledge in favor of Monica Macovei, unveilings on the laws issued by the Parliament just to protect criminals and other issues expected, Basescu surprised everyone with his main goal: launching the procedures for a national referendum designed to introduce the uninominal vote.

In his speech, Basescu emphasized the fact that most parliamentarians are rather interested in making their party leaders happy, answering in front of the party boards, instead of the people that voted for them.

Basescu re-stated some of the phrases that annoyed the officials, but just to prove that his word caused parliamentarians a mass over-reaction.
