Roman Herzog, the former German president (1994-1999), considers Romania and Bulgaria’s accession to the EU in 2007 “scandalous” and a “farce”, and blames the EU leniency towards the two countries for the negative vote of the French and the Dutch cast against the EU constitution, according to the Sofia News Agency.

Both countries still had a lot to do before they join the EU 25 and the accession criteria were pointless if the EU didn't enforce them, Herzog stated for the German Focus magazine, quoted by Sofia News Agency on Sunday.
