The Pro Democratia Association (APD), a Romanian NGO monitoring local elections taking place across the country on Sunday has announced it registered irregularities from the very early hours of the electoral process. It said most problems relate to the organization of the voting and to how procedures were complied with.

APD has also warned that observers representing other NGOs have sometimes breached legal limits.

It said in some cases preparations for voting started earlier or later than they should have, that certain decisions of the Central Electoral Office were sometimes ignored and that it received information that at some polling stations voters receive photocopied ballots with stamps already applied on certain candidates or lists of candidates.
