The tribunal of Vrancea, Eastern Romania is turning off the lights - properly speaking. It went out of funds for electricity and other utilities in June, while funds for other services are also over. Court president Adrian Neacsu says he has sued the Romanian state because the funds approved for the whole 2009 year were over by May 31 on several budget categories.

"As we received half the money, it was enough for half a year", Neacsu told HotNews.ro.

The file submitted by Neacsu at the Bucharest District 4 court calls for the allocation of extra 75,000 lei to pay for heating, electricity and other utilities as the budget for these was fully spent by May. The file says the lack of funds blocks all activities as IT equipment can't be used.

The 2009 budget has provided fewer funds for Romanian courts because of the economic downturn.
