The way Romania attempted to resolve the issue of restitution of nationalized properties in the last 20 years was a total failure and created problems to the judicial system, Justice Minister Catalin Predoiu declared on Thursday in a conference on the restitution of properties or compensation ways for those properties nationalized during Communism.

The official announced that an inter-ministerial group is elaborating a set of measures following the European Court of Human Rights’ pilot decision against Romania which compels the Romanian state to resolve in 18 months the issue of restitution of nationalized properties. Predoi said that a pack of measures will be presented in the upcoming months.

Justice minister Predoiu said that the failure of the state to treat the problem are a consequence of political instability which generated a legislative instability at its turn. The lack of reasonable criteria to quantify restitutions transformed the European Court of Human Rights in a real estate agent.

The Court’s pilot decision compels Romania to seek a solution and present it in a couple of months.
