In a 2007 cable from the US Embassy to Romania, classified as confidential, Embassy officials write that Dumitru (Gheorghe Dumitru - Romanian Ambassador to Egypt) said that during a 45 minute meeting between Romanian president Traian Basescu and Egyptian leader Hosni Mubarak, Basescu offered Romanian assistance to advance Egypt’s objectives in nuclear energy.

According to Dumitru - according to a report on, Romanian version, about the cable - Basescu told Mubarak that Romania would be willing to offer training for Egyptian scientists in operating nuclear power plants at the Romanian national training site in Cernavoda, along with scholarships for Egyptian scientists at the Bucharest University nuclear studies department.
